湖南省“十(shi)四五”節(jie)能減排(pai)綜(zong)合工作實施(shi)方案

為深(shen)入(ru)貫徹黨中央、國務院(yuan)重大戰略決(jue)策和省委、省政府(fu)總體部署,大力(li)推動節能減排,深(shen)入(ru)打好污染(ran)防治(zhi)攻堅戰,加(jia)快(kuai)建立健全(quan)綠色低(di)碳(tan)循環發展(zhan)經濟(ji)體系,推進經濟(ji)社(she)會全(quan)面綠色轉型,助力(li)實(shi)(shi)現(xian)碳(tan)達峰、碳(tan)中和目標(biao),制定(ding)以下(xia)實(shi)(shi)施方案(an)。

一、工作目標

到(dao)(dao)2025年(nian),全省(sheng)單(dan)位國內生產(chan)總值能(neng)源(yuan)消耗比2020年(nian)下降(jiang)14%,能(neng)源(yuan)消費總量得到(dao)(dao)合理控制,化(hua)(hua)學需氧量、氨氮(dan)(dan)、氮(dan)(dan)氧化(hua)(hua)物、揮發(fa)性有機物重(zhong)點(dian)工(gong)程減排(pai)(pai)量分別(bie)為13.04萬(wan)(wan)噸、0.89萬(wan)(wan)噸、5.04萬(wan)(wan)噸、2.38萬(wan)(wan)噸。節能(neng)減排(pai)(pai)政策機制更(geng)加健全,重(zhong)點(dian)行業能(neng)源(yuan)利用效(xiao)率大幅提升,二(er)氧化(hua)(hua)碳排(pai)(pai)放增量得到(dao)(dao)有效(xiao)控制,綠(lv)色(se)低(di)碳循環發(fa)展的經濟(ji)體系初(chu)步形成。

二、實施節能減排重點工程

(一)重(zhong)點行業綠色升級(ji)工程

1. 主要目標:到(dao)2023年(nian),基本(ben)完成燃氣鍋(guo)爐低氮改(gai)造(zao)。到(dao)2025年(nian),鋼(gang)鐵(tie)(tie)企(qi)業(ye)全面完成超低排放改(gai)造(zao),65蒸噸/小時及以(yi)上燃煤鍋(guo)爐全面實現超低排放,鋼(gang)鐵(tie)(tie)、水(shui)泥(ni)等(deng)重點行業(ye)和數據中(zhong)心達到(dao)能(neng)(neng)效標桿(gan)水(shui)平的比例超過(guo)30%。全省規模以(yi)上工(gong)業(ye)單位(wei)增(zeng)加值(zhi)能(neng)(neng)耗降低14%,萬元工(gong)業(ye)增(zeng)加值(zhi)用水(shui)量下降12%。

2. 重(zhong)點(dian)任務:以(yi)鋼鐵、有色金屬、建材和(he)(he)石(shi)化(hua)化(hua)工(gong)等(deng)行(xing)業(ye)(ye)(ye)(ye)為重(zhong)點(dian),推(tui)進(jin)節(jie)(jie)能降碳(tan)和(he)(he)污染物深度治理。按(an)(an)照《高耗能行(xing)業(ye)(ye)(ye)(ye)重(zhong)點(dian)領(ling)域(yu)節(jie)(jie)能降碳(tan)改(gai)造升(sheng)級(ji)實施(shi)(shi)指南(2022年版)》(發改(gai)產業(ye)(ye)(ye)(ye)〔2022〕200號),積極推(tui)廣(guang)綠色工(gong)藝技(ji)術(shu)、重(zhong)大節(jie)(jie)能裝備,加(jia)強能量系統優化(hua),提升(sheng)資源(yuan)(yuan)能源(yuan)(yuan)利(li)用效率。推(tui)進(jin)鋼鐵、水(shui)泥、焦(jiao)化(hua)行(xing)業(ye)(ye)(ye)(ye)及燃(ran)煤鍋爐超低(di)排(pai)放改(gai)造,對重(zhong)點(dian)企(qi)業(ye)(ye)(ye)(ye)開展(zhan)無組織排(pai)放治理改(gai)造。加(jia)強行(xing)業(ye)(ye)(ye)(ye)工(gong)藝革(ge)新,實施(shi)(shi)涂裝類、化(hua)工(gong)類等(deng)產業(ye)(ye)(ye)(ye)集群分(fen)類治理,深入開展(zhan)重(zhong)點(dian)行(xing)業(ye)(ye)(ye)(ye)清(qing)潔(jie)生(sheng)產和(he)(he)工(gong)業(ye)(ye)(ye)(ye)廢水(shui)資源(yuan)(yuan)化(hua)利(li)用改(gai)造。優化(hua)新型基礎設施(shi)(shi)空間(jian)布局和(he)(he)用能結(jie)構,推(tui)動既有數據中心綠色節(jie)(jie)能改(gai)造。(省(sheng)工(gong)業(ye)(ye)(ye)(ye)和(he)(he)信(xin)息化(hua)廳(ting)、省(sheng)發展(zhan)改(gai)革(ge)委、省(sheng)生(sheng)態環境廳(ting)、省(sheng)水(shui)利(li)廳(ting)、省(sheng)能源(yuan)(yuan)局按(an)(an)職責(ze)(ze)分(fen)工(gong)負責(ze)(ze),地方各級(ji)人(ren)民政(zheng)府責(ze)(ze)任落(luo)實。以(yi)下均(jun)需(xu)地方各級(ji)人(ren)民政(zheng)府落(luo)實,不再列出(chu))

(二)園區節能環保(bao)提(ti)升工(gong)程

1. 主要目(mu)標:到(dao)2025年,具備條件的省級以上(shang)工業園區(qu)全部實施循環化改造,建成一批節能環保示(shi)范園區(qu)。

2. 重點任務:按照“一園(yuan)一策”原則逐個制定循環化(hua)改造(zao)方(fang)案,引(yin)導(dao)工業企(qi)業向園(yuan)區(qu)集(ji)聚,強(qiang)化(hua)能(neng)(neng)(neng)源系統整(zheng)(zheng)體(ti)優(you)化(hua)和污(wu)(wu)(wu)染(ran)物(wu)(wu)綜合整(zheng)(zheng)治,鼓勵優(you)先利(li)用可再生能(neng)(neng)(neng)源。推進園(yuan)區(qu)工業余(yu)熱(re)余(yu)壓(ya)余(yu)氣、廢(fei)氣廢(fei)液的(de)資源化(hua)利(li)用和供(gong)熱(re)、供(gong)電、污(wu)(wu)(wu)水處(chu)理(li)、中水回用等(deng)公共(gong)基礎設施(shi)共(gong)建共(gong)享。對進水濃度異(yi)常(chang)的(de)污(wu)(wu)(wu)水處(chu)理(li)廠開展片(pian)區(qu)管網(wang)系統化(hua)整(zheng)(zheng)治,全(quan)面(mian)提升工業園(yuan)區(qu)污(wu)(wu)(wu)水集(ji)中處(chu)理(li)設施(shi)收集(ji)與(yu)處(chu)理(li)能(neng)(neng)(neng)力。加強(qiang)一般固體(ti)廢(fei)物(wu)(wu)、危險廢(fei)物(wu)(wu)集(ji)中貯存和處(chu)置,推動(dong)揮(hui)發(fa)性(xing)有機物(wu)(wu)、電鍍(du)廢(fei)水及特征(zheng)污(wu)(wu)(wu)染(ran)物(wu)(wu)集(ji)中治理(li)等(deng)“綠島”項(xiang)目(mu)建設。(省(sheng)(sheng)發(fa)展改革委(wei)、省(sheng)(sheng)工業和信息化(hua)廳、省(sheng)(sheng)生態環境廳按職責分工負(fu)責)

(三)城(cheng)鎮(zhen)綠(lv)色節(jie)能(neng)改造工程

1. 主(zhu)要目(mu)標:到2025年,城(cheng)鎮(zhen)新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)全(quan)面執(zhi)行(xing)綠色(se)建(jian)(jian)(jian)筑(zhu)標準,建(jian)(jian)(jian)筑(zhu)能(neng)效(xiao)穩步提升(sheng),建(jian)(jian)(jian)筑(zhu)用能(neng)結(jie)構逐步優化(hua),建(jian)(jian)(jian)筑(zhu)能(neng)耗和(he)碳(tan)(tan)排放增長趨勢得到有(you)效(xiao)控制,城(cheng)鎮(zhen)清潔取(qu)暖比例(li)和(he)綠色(se)高效(xiao)制冷(leng)產品市場占有(you)率大幅(fu)提升(sheng),基(ji)本形成(cheng)綠色(se)、低(di)碳(tan)(tan)、循環(huan)的(de)建(jian)(jian)(jian)設發展方式。

2. 重點任務:全(quan)(quan)面(mian)推(tui)進城(cheng)鎮綠(lv)色(se)規(gui)劃、建(jian)(jian)設(she)(she)和(he)運行管(guan)(guan)理(li),推(tui)動低(di)碳城(cheng)市(shi)(shi)、韌性城(cheng)市(shi)(shi)、海綿城(cheng)市(shi)(shi)、“無廢城(cheng)市(shi)(shi)”建(jian)(jian)設(she)(she)和(he)公(gong)共(gong)供水管(guan)(guan)網漏損治理(li)試點建(jian)(jian)設(she)(she)。在全(quan)(quan)面(mian)執行65%建(jian)(jian)筑(zhu)(zhu)節(jie)能標(biao)準的基礎(chu)上(shang),發(fa)展超低(di)能耗建(jian)(jian)筑(zhu)(zhu)和(he)裝(zhuang)配(pei)式建(jian)(jian)筑(zhu)(zhu),積極推(tui)進既有(you)建(jian)(jian)筑(zhu)(zhu)綠(lv)色(se)節(jie)能改造,推(tui)動可再生(sheng)能源(yuan)的建(jian)(jian)筑(zhu)(zhu)規(gui)模化應用。實施(shi)綠(lv)色(se)高效采(cai)暖制冷(leng)行動,以(yi)公(gong)共(gong)建(jian)(jian)筑(zhu)(zhu)中央空調、數(shu)據中心、商務產業園區(qu)、冷(leng)鏈物流(liu)等為重點,大幅提升制冷(leng)能效水平。(省(sheng)(sheng)住房(fang)城(cheng)鄉建(jian)(jian)設(she)(she)廳、省(sheng)(sheng)生(sheng)態環境(jing)廳、省(sheng)(sheng)發(fa)展改革委、省(sheng)(sheng)自然資源(yuan)廳、省(sheng)(sheng)交通運輸(shu)廳、省(sheng)(sheng)市(shi)(shi)場監管(guan)(guan)局(ju)、省(sheng)(sheng)能源(yuan)局(ju)等按(an)職(zhi)責分工負(fu)責)

(四(si))交通物(wu)流(liu)節能(neng)減排工(gong)程

1. 主要目標:到2025年,新能(neng)源汽(qi)車新車銷售量(liang)達到汽(qi)車新車銷售總量(liang)的20%左右,鐵路、水路貨運量(liang)占比(bi)進一步提(ti)升。

2. 重點任務:有序推(tui)(tui)進充換(huan)電(dian)、加(jia)(jia)注(zhu)(氣)、加(jia)(jia)氫、港口(kou)岸電(dian)等基礎設施(shi)(shi)(shi)建(jian)設。提(ti)高城市公(gong)(gong)交、出租、物流、環衛清(qing)掃等車(che)(che)輛使用新能源(yuan)汽車(che)(che)的比例。發展(zhan)綠(lv)(lv)色(se)(se)貨運(yun)(yun),強化(hua)(hua)(hua)移動(dong)源(yuan)污染(ran)防治(zhi)。加(jia)(jia)快大(da)宗(zong)貨物和(he)中長途貨物運(yun)(yun)輸“公(gong)(gong)轉(zhuan)(zhuan)鐵”“公(gong)(gong)轉(zhuan)(zhuan)水”,大(da)力發展(zhan)鐵水、公(gong)(gong)鐵、公(gong)(gong)水等多式(shi)聯運(yun)(yun),全(quan)面(mian)實施(shi)(shi)(shi)汽車(che)(che)國六排(pai)放(fang)(fang)標準(zhun)和(he)非(fei)道(dao)路(lu)移動(dong)柴油(you)機(ji)(ji)械(xie)國四排(pai)放(fang)(fang)標準(zhun),基本淘汰國三及以下排(pai)放(fang)(fang)標準(zhun)汽車(che)(che)。深入(ru)實施(shi)(shi)(shi)清(qing)潔柴油(you)機(ji)(ji)行動(dong),鼓勵重型柴油(you)貨車(che)(che)更(geng)新替(ti)代(dai)。實施(shi)(shi)(shi)汽車(che)(che)排(pai)放(fang)(fang)檢(jian)驗與維(wei)護制度,加(jia)(jia)強機(ji)(ji)動(dong)車(che)(che)排(pai)放(fang)(fang)召回管(guan)理。強化(hua)(hua)(hua)非(fei)道(dao)路(lu)移動(dong)機(ji)(ji)械(xie)生(sheng)產企(qi)業監(jian)(jian)管(guan)和(he)排(pai)放(fang)(fang)控制區管(guan)控。加(jia)(jia)強船(chuan)舶(bo)清(qing)潔能源(yuan)動(dong)力推(tui)(tui)廣(guang)(guang)應用,推(tui)(tui)動(dong)船(chuan)舶(bo)岸電(dian)受電(dian)設施(shi)(shi)(shi)改造。提(ti)升鐵路(lu)電(dian)氣化(hua)(hua)(hua)水平(ping),推(tui)(tui)廣(guang)(guang)低能耗運(yun)(yun)輸裝(zhuang)備。大(da)力發展(zhan)智能交通(tong),積極運(yun)(yun)用大(da)數據優化(hua)(hua)(hua)運(yun)(yun)輸組織模式(shi)。加(jia)(jia)快綠(lv)(lv)色(se)(se)倉儲建(jian)設,鼓勵建(jian)設綠(lv)(lv)色(se)(se)物流園區。加(jia)(jia)快標準(zhun)化(hua)(hua)(hua)物流周轉(zhuan)(zhuan)箱推(tui)(tui)廣(guang)(guang)應用,全(quan)面(mian)推(tui)(tui)廣(guang)(guang)綠(lv)(lv)色(se)(se)快遞包(bao)裝(zhuang)。(省(sheng)(sheng)(sheng)交通(tong)運(yun)(yun)輸廳(ting)、省(sheng)(sheng)(sheng)發展(zhan)改革(ge)委(wei)、省(sheng)(sheng)(sheng)工業和(he)信息化(hua)(hua)(hua)廳(ting)、省(sheng)(sheng)(sheng)公(gong)(gong)安廳(ting)、省(sheng)(sheng)(sheng)財政廳(ting)、省(sheng)(sheng)(sheng)生(sheng)態(tai)環境廳(ting)、省(sheng)(sheng)(sheng)住房城鄉(xiang)建(jian)設廳(ting)、省(sheng)(sheng)(sheng)商務廳(ting)、省(sheng)(sheng)(sheng)市場監(jian)(jian)管(guan)局、省(sheng)(sheng)(sheng)能源(yuan)局、省(sheng)(sheng)(sheng)郵(you)政局等按職責分(fen)工負責)

(五(wu))農業農村節能(neng)減排工程

1. 主要(yao)(yao)目標:到2025年(nian),農村生活污(wu)水(shui)治理率不低(di)于35%,秸稈、畜禽糞污(wu)綜(zong)合利用率穩定在86%、80%以(yi)上(shang),主要(yao)(yao)農作物化肥(fei)、農藥利用率均達(da)(da)到43%以(yi)上(shang),綠色(se)防控(kong)、統防統治覆蓋率分別達(da)(da)到55%、45%,漁業綠色(se)循(xun)環(huan)發展試點區域實現養殖尾水(shui)循(xun)環(huan)利用或達(da)(da)標排放的池塘(tang)面(mian)積比(bi)例達(da)(da)到80%。

2. 重(zhong)點任務(wu):加(jia)快太陽(yang)能(neng)、生(sheng)物質能(neng)等(deng)可再生(sheng)能(neng)源(yuan)在農(nong)(nong)(nong)業(ye)生(sheng)產(chan)和(he)農(nong)(nong)(nong)村(cun)(cun)生(sheng)活(huo)中(zhong)的應用(yong)(yong)。推(tui)廣應用(yong)(yong)節能(neng)環保灶具(ju)、農(nong)(nong)(nong)用(yong)(yong)電動車輛、節能(neng)環保農(nong)(nong)(nong)機和(he)漁船,發展節能(neng)農(nong)(nong)(nong)業(ye)大棚,推(tui)進農(nong)(nong)(nong)房(fang)節能(neng)改造和(he)綠(lv)色農(nong)(nong)(nong)房(fang)建設。強化(hua)(hua)農(nong)(nong)(nong)業(ye)面(mian)源(yuan)污染防治(zhi)(zhi),推(tui)進農(nong)(nong)(nong)藥(yao)化(hua)(hua)肥減量(liang)增(zeng)效、秸稈綜(zong)合利(li)用(yong)(yong)。實施(shi)農(nong)(nong)(nong)藥(yao)包裝回收行(xing)動,開展農(nong)(nong)(nong)田(tian)殘留地(di)膜監測,農(nong)(nong)(nong)藥(yao)塑(su)料包裝清(qing)理(li)整(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作。深入推(tui)進規模養殖場污染治(zhi)(zhi)理(li),以縣(xian)為(wei)單位,建設一批畜禽糞污資(zi)源(yuan)化(hua)(hua)利(li)用(yong)(yong)工(gong)(gong)程。嚴格落實池塘尾(wei)水排(pai)放標準,攔截和(he)凈化(hua)(hua)農(nong)(nong)(nong)田(tian)排(pai)水及地(di)表徑流,實施(shi)農(nong)(nong)(nong)村(cun)(cun)人居環境整(zheng)(zheng)治(zhi)(zhi)五年(nian)行(xing)動,提高農(nong)(nong)(nong)村(cun)(cun)污水垃圾處理(li)能(neng)力,基本(ben)消除較大面(mian)積的農(nong)(nong)(nong)村(cun)(cun)黑臭水體(ti)。(省(sheng)(sheng)(sheng)農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村(cun)(cun)廳(ting)牽頭,省(sheng)(sheng)(sheng)生(sheng)態環境廳(ting)、省(sheng)(sheng)(sheng)能(neng)源(yuan)局、省(sheng)(sheng)(sheng)發展改革委(wei)、省(sheng)(sheng)(sheng)工(gong)(gong)業(ye)和(he)信息(xi)化(hua)(hua)廳(ting)、省(sheng)(sheng)(sheng)住房(fang)城(cheng)鄉建設廳(ting)、省(sheng)(sheng)(sheng)水利(li)廳(ting)、省(sheng)(sheng)(sheng)市場監管局、省(sheng)(sheng)(sheng)鄉村(cun)(cun)振興局等(deng)按(an)職責(ze)分工(gong)(gong)負責(ze))

(六)公共機(ji)構能效提升工程

1. 主要目標:到2025年(nian),創建(jian)60家(jia)(jia)國家(jia)(jia)級、100家(jia)(jia)省級節約(yue)型公共(gong)機構示(shi)范單位(wei),遴選12家(jia)(jia)國家(jia)(jia)級公共(gong)機構能效(xiao)領跑(pao)者。

2. 重點任務(wu):進一步完善公(gong)共(gong)建筑(zhu)(zhu)能(neng)(neng)耗監管(guan)體(ti)系,推進既有建筑(zhu)(zhu)圍護結構、供(gong)熱、供(gong)冷、照(zhao)明等設(she)施設(she)備節(jie)能(neng)(neng)改(gai)造,鼓(gu)勵(li)采用能(neng)(neng)源(yuan)(yuan)費用托管(guan)等合同能(neng)(neng)源(yuan)(yuan)管(guan)理模式(shi)。鼓(gu)勵(li)公(gong)共(gong)機構積極參與全省電(dian)力需求響應,配(pei)合中(zhong)(zhong)央空調(diao)(diao)柔性調(diao)(diao)控試點建設(she)。率先淘(tao)汰(tai)老舊車(che),新增(zeng)及更(geng)新車(che)輛中(zhong)(zhong)新能(neng)(neng)源(yuan)(yuan)汽(qi)車(che)比(bi)例原則上(shang)不(bu)低于(yu)30%,新建和(he)既有停車(che)場要(yao)配(pei)備電(dian)動(dong)(dong)汽(qi)車(che)充電(dian)設(she)施或(huo)預留充電(dian)設(she)施安裝條件,鼓(gu)勵(li)單位內部充電(dian)基礎設(she)施向社會(hui)開放。推行能(neng)(neng)耗定額管(guan)理,全面開展節(jie)約型機關(guan)創建和(he)能(neng)(neng)效領(ling)跑者(zhe)引領(ling)行動(dong)(dong)。(省機關(guan)事務(wu)管(guan)理局牽頭,省財(cai)政(zheng)廳等按職責(ze)分工負責(ze))

(七(qi))重點(dian)區域(yu)污染物減(jian)排工(gong)程

1. 主要目標:到2025年,全省空氣質量優良(liang)天數比率達91.8%,細顆粒物(PM2.5)濃度不高于(yu)33微克/立方米;長江(jiang)湖南段、湘江(jiang)、資江(jiang)、沅(yuan)江(jiang)和澧水(shui)干(gan)流水(shui)質穩(wen)定達到或優于(yu)Ⅱ類(lei)。

2. 重(zhong)(zhong)點(dian)(dian)任務:持續(xu)推(tui)進大(da)氣污(wu)(wu)(wu)(wu)染(ran)防(fang)(fang)治重(zhong)(zhong)點(dian)(dian)區(qu)(qu)域攻堅行(xing)動,完善(shan)長(chang)株(zhu)潭和傳輸通道城市等(deng)重(zhong)(zhong)點(dian)(dian)地區(qu)(qu)大(da)氣污(wu)(wu)(wu)(wu)染(ran)聯防(fang)(fang)聯控(kong)機(ji)制,推(tui)進揮發性(xing)有(you)機(ji)物和氮氧(yang)化(hua)物協同(tong)減(jian)排(pai),加強細顆粒(li)物和臭氧(yang)協同(tong)控(kong)制。長(chang)株(zhu)潭地區(qu)(qu)逐步淘汰30萬(wan)千瓦以下煤電機(ji)組,實施重(zhong)(zhong)點(dian)(dian)行(xing)業綠色轉型升級(ji)與綜合整治等(deng)。扎實推(tui)進長(chang)江經濟帶(dai)城鎮(zhen)污(wu)(wu)(wu)(wu)水垃圾處理(li)(li)和工(gong)業、農業面(mian)源(yuan)、船(chuan)舶、尾礦庫等(deng)污(wu)(wu)(wu)(wu)染(ran)治理(li)(li)工(gong)程,加強湘、資、沅、澧(li)干流及重(zhong)(zhong)要(yao)支(zhi)流污(wu)(wu)(wu)(wu)染(ran)治理(li)(li),開展(zhan)入(ru)河排(pai)污(wu)(wu)(wu)(wu)口排(pai)查整治。(省生態(tai)環(huan)境(jing)廳(ting)、省發展(zhan)改(gai)革(ge)委、省工(gong)業和信息化(hua)廳(ting)、省住房城鄉(xiang)建設廳(ting)、省交通運輸廳(ting)、省能源(yuan)局等(deng)按職責分工(gong)負責)

(八)煤炭(tan)清潔高(gao)效利用工(gong)程

1. 主要目標:到(dao)2025年,非化石能源占(zhan)能源消(xiao)費總量比重達到(dao)22%左(zuo)右(you)。

(九)揮發性有機物(wu)綜合整(zheng)治工程

1. 主(zhu)要目(mu)標:到2025年,溶(rong)劑型工業涂(tu)料、油(you)墨使(shi)(shi)用(yong)比例分別降(jiang)(jiang)低20個(ge)(ge)百分點、10個(ge)(ge)百分點,溶(rong)劑型膠粘劑使(shi)(shi)用(yong)量(liang)降(jiang)(jiang)低20%。

2. 重點(dian)任(ren)務:推(tui)(tui)進(jin)原輔材(cai)料和(he)(he)產(chan)品(pin)源頭替代(dai)工(gong)程(cheng),實(shi)施全過程(cheng)污染(ran)(ran)物治理。以使用含(han)VOCs原輔材(cai)料的家具、零部(bu)件制(zhi)(zhi)造、鋼結構(gou)、人造板等工(gong)業(ye)涂裝(zhuang)和(he)(he)包裝(zhuang)印刷(shua)行(xing)(xing)業(ye)為重點(dian),推(tui)(tui)動使用低揮(hui)發性有機(ji)(ji)物含(han)量(liang)(liang)的涂料、油墨、膠粘劑、清洗劑。在家具生(sheng)產(chan)、車輛生(sheng)產(chan)、工(gong)業(ye)防護、船(chuan)舶制(zhi)(zhi)造以及地坪、道路交通標(biao)志、防水防火等領域,全面(mian)推(tui)(tui)進(jin)使用水性、粉末、UV固化(hua)、高(gao)固體分等低VOCs含(han)量(liang)(liang)涂料。深化(hua)石化(hua)化(hua)工(gong)等行(xing)(xing)業(ye)揮(hui)發性有機(ji)(ji)物污染(ran)(ran)治理,全面(mian)提(ti)升(sheng)廢氣收集率(lv)、治理設施同(tong)步運行(xing)(xing)率(lv)和(he)(he)去(qu)除率(lv)。對易(yi)揮(hui)發有機(ji)(ji)液體儲罐實(shi)施改造。對浮頂罐推(tui)(tui)廣(guang)采用全接液浮盤和(he)(he)高(gao)效雙重密封技(ji)術,對廢水系統高(gao)濃度(du)廢氣實(shi)施單獨收集處理。加強油船(chuan)和(he)(he)原油、成(cheng)品(pin)油碼頭油氣回收治理。(省工(gong)業(ye)和(he)(he)信息化(hua)廳(ting)、省生(sheng)態(tai)環境廳(ting)等按職責分工(gong)負責)

(十)環境基礎設(she)施水平提升工程。

1. 主(zhu)要(yao)目(mu)標:到2025年,建筑垃(la)圾資源(yuan)化(hua)綜合(he)利用率(lv)達(da)到50%。全省鄉鎮政(zheng)府所在地污水(shui)(shui)處(chu)(chu)理(li)設施基本覆(fu)蓋(gai)。地級城市(shi)生活(huo)垃(la)圾分(fen)類系統基本建立。設市(shi)城市(shi)生活(huo)污水(shui)(shui)集中收集率(lv)達(da)到70%以(yi)上(shang)或比2020年提(ti)高5個百(bai)分(fen)點,生活(huo)垃(la)圾無(wu)害(hai)化(hua)處(chu)(chu)置(zhi)率(lv)達(da)到100%,生活(huo)垃(la)圾焚燒處(chu)(chu)理(li)能力占(zhan)比提(ti)高到65%以(yi)上(shang)。城市(shi)污泥無(wu)害(hai)化(hua)處(chu)(chu)置(zhi)率(lv)達(da)到93%以(yi)上(shang)。

四、強化工作落實

(一)加(jia)強組織領(ling)導。各(ge)(ge)(ge)級各(ge)(ge)(ge)有關(guan)部(bu)門(men)單(dan)位(wei)要(yao)(yao)充分認(ren)識節(jie)能(neng)減排工(gong)作的重(zhong)要(yao)(yao)性(xing)和緊迫性(xing),立足(zu)經濟社會(hui)發展(zhan)(zhan)大局,堅持系(xi)統(tong)(tong)觀念(nian),明(ming)確目標責(ze)(ze)(ze)任,制定(ding)實施(shi)方(fang)案(an),狠抓工(gong)作落(luo)實,確保完成“十四五(wu)(wu)”節(jie)能(neng)減排各(ge)(ge)(ge)項任務。各(ge)(ge)(ge)級人民(min)政(zheng)(zheng)府對本行政(zheng)(zheng)區域節(jie)能(neng)減排工(gong)作負(fu)(fu)總責(ze)(ze)(ze),主要(yao)(yao)負(fu)(fu)責(ze)(ze)(ze)同志(zhi)是(shi)第一責(ze)(ze)(ze)任人,將本地區節(jie)能(neng)減排目標與國民(min)經濟和社會(hui)發展(zhan)(zhan)五(wu)(wu)年規(gui)劃及(ji)年度(du)計(ji)劃充分銜接,科(ke)學明(ming)確下一級政(zheng)(zheng)府、有關(guan)部(bu)門(men)和重(zhong)點單(dan)位(wei)責(ze)(ze)(ze)任。要(yao)(yao)科(ke)學考核(he),防(fang)(fang)止簡單(dan)層層分解(jie)。省發展(zhan)(zhan)改革(ge)委、省生態環境(jing)(jing)廳(ting)要(yao)(yao)加(jia)強統(tong)(tong)籌協(xie)調,做好工(gong)作指導,推動任務有序(xu)有效(xiao)落(luo)實,及(ji)時(shi)防(fang)(fang)范化解(jie)風險,重(zhong)大情況及(ji)時(shi)向省政(zheng)(zheng)府報告。(省發展(zhan)(zhan)改革(ge)委、省生態環境(jing)(jing)廳(ting)牽(qian)頭,各(ge)(ge)(ge)有關(guan)部(bu)門(men)按職責(ze)(ze)(ze)分工(gong)負(fu)(fu)責(ze)(ze)(ze))

(二)強(qiang)化(hua)監督(du)考(kao)(kao)核(he)。開(kai)展(zhan)“十四(si)五”市州(zhou)(zhou)人民政府(fu)節能減(jian)(jian)排目(mu)標責(ze)(ze)任評(ping)價(jia)考(kao)(kao)核(he),科(ke)學運用(yong)考(kao)(kao)核(he)結(jie)果(guo),對工(gong)作(zuo)成效顯(xian)著的(de)地區(qu)加強(qiang)激勵(li),對工(gong)作(zuo)不力(li)的(de)地區(qu)加強(qiang)督(du)促指(zhi)導,考(kao)(kao)核(he)結(jie)果(guo)經省(sheng)(sheng)人民政府(fu)審定后,交由(you)干(gan)部(bu)主管部(bu)門(men)作(zuo)為(wei)對市州(zhou)(zhou)人民政府(fu)領(ling)導班子和領(ling)導干(gan)部(bu)綜合考(kao)(kao)核(he)評(ping)價(jia)的(de)重(zhong)要(yao)(yao)依據(ju)。統籌(chou)目(mu)標完成進展(zhan)、經濟形勢及跨周期因素,優化(hua)考(kao)(kao)核(he)頻次。深入打好污染(ran)防治(zhi)攻堅戰,把總量減(jian)(jian)排目(mu)標任務完成情況(kuang)作(zuo)為(wei)重(zhong)要(yao)(yao)考(kao)(kao)核(he)內容(rong),壓實減(jian)(jian)排工(gong)作(zuo)責(ze)(ze)任。完善省(sheng)(sheng)生態(tai)環(huan)境(jing)保護督(du)察(cha)制(zhi)度,深化(hua)例行(xing)督(du)察(cha),強(qiang)化(hua)專(zhuan)項督(du)察(cha)。(省(sheng)(sheng)發(fa)展(zhan)改革委(wei)、省(sheng)(sheng)生態(tai)環(huan)境(jing)廳(ting)牽(qian)頭(tou),省(sheng)(sheng)委(wei)組織(zhi)部(bu)按職(zhi)責(ze)(ze)分工(gong)負責(ze)(ze))

(三)開展全民(min)行動。深入開展綠(lv)色(se)(se)(se)生(sheng)活創(chuang)(chuang)建行動,增強全民(min)節(jie)(jie)約(yue)意識(shi),倡導簡約(yue)適度、綠(lv)色(se)(se)(se)低碳、文明健康的生(sheng)活方式,營造(zao)綠(lv)色(se)(se)(se)低碳社會(hui)風尚。推(tui)行綠(lv)色(se)(se)(se)消費,加大先進節(jie)(jie)能(neng)減排(pai)技術和綠(lv)色(se)(se)(se)低碳產品研發和推(tui)廣力度。組織開展節(jie)(jie)能(neng)宣(xuan)(xuan)傳周、世界環(huan)境日(ri)等主(zhu)題宣(xuan)(xuan)傳活動,多渠道(dao)宣(xuan)(xuan)傳節(jie)(jie)能(neng)減排(pai)法規(gui)、標準(zhun)和知(zhi)識(shi)。暢通群眾(zhong)參與(yu)生(sheng)態(tai)(tai)環(huan)境監(jian)督(du)渠道(dao),及時準(zhun)確披露各(ge)類環(huan)境信息。開展節(jie)(jie)能(neng)減排(pai)自愿承諾(nuo),引(yin)導市場主(zhu)體(ti)、社會(hui)公眾(zhong)自覺履行節(jie)(jie)能(neng)減排(pai)責任。積(ji)極創(chuang)(chuang)建生(sheng)態(tai)(tai)文明建設示范區、綠(lv)色(se)(se)(se)學校、綠(lv)色(se)(se)(se)社區、綠(lv)色(se)(se)(se)家庭,形(xing)成(cheng)全民(min)保(bao)護環(huan)境、共(gong)建環(huan)境友好型社會(hui)的良好局(ju)面。(省(sheng)委宣(xuan)(xuan)傳部、省(sheng)發展改革委、省(sheng)科技廳、省(sheng)生(sheng)態(tai)(tai)環(huan)境廳、省(sheng)機關事務管理局(ju)等按(an)職責分工(gong)負責)
